I thought that gta v is a CPU and gpu intensive game but I never go above 60% on my CPU. Is there something wrong.

60% on an i7 means that it would be maxing out at 100% on an i5, it could be one particular spot in the game that uses less cpu power, shouldn't be an issue unless you hit 100% uages.

Yes but Is that low usage not giving me the frames that it should be?

Look up benchmarks with a similar cpu, and gpu and see if there is any difference, if it is more then ten percent off then you might have an issue.

IF your cpu needs only 60% to give the gpu all the power it needs, theres no problem.

Should be happy to not have the cpu higher % than that. its a good sign, means ur cpu powerful enough for the demading graphics.
