CPU underclock software?

First: im not sure if this is the right place to post this, tell me if it isnt.

 

I recently got a second PC, with an Athlon 64 X2 3800+ and want to add a geforce 210 to the system. My problem is that this PC has an old 230W PSU, I want to save as much power as I can, so I thought other than clocking the GPU down i could clock the CPU down! But there is no option for that in the BIOS. So I looked around for something like the Power saving options in the catalyst control center, which allows you to limit the CPU clock speed. But I just cannot find anything like it. Is it possible to download the catalyst control center even if I dont have an AMD graphics card? Or any other ideas on how to do this?

I cant do it in the BIOS, i checked. its one of those OEM office PCs.

You shouldn't have to do anything. Yes it's a crappy 230w PSU, but that CPU at stock should consume roughly 90w and the GPU is <40w.
