Hey I'm on a limited budget of about 150 USD and was wondering if I should buy an old Dell T5500 with a Xeon x5680 for $90

and was wondering if it would be a good idea to purchase it and throw in possibly a RX 460 or some other low power card.

That actually not a bad system for that price. 

What games are you going to run?

A SSD would be nice on this system tho but i assume you will need the money for a better graphics card.

For $90 the x5680 alone is worth over that about $100 used.

 

Usually the older dell precisions have an option for a 800W psu, it should already have at least one pcie power connector, so it will run even gpu like the rx 480, or gtx 1060.
