screen tearing when gaming

I have tried playing various games and every game I have tried I get screen tearing issues even with vsync enabled and using the latest drivers. I tried swapping graphics cards and still recieve the same issue, would that point to a possible power supply issue or motherboard issue somehow or what could be the problem?

Well I tried it through both my monitor connected by DVI and my tv connected by hdmi it occurs on both displays.

use g-sync freesync or v-snyc

Try on a different display, then with a different cable. Also, what resolution?

This is with Vsync turned on in the game and nvidia control panel set to "use 3d application setting"
