Cheap htpc have a matx am2 mobo would it be worth getting a used phenon and a gtx 660 or something like that and make a htpc

HTPC =/= CSGO lol. Probably is your answer. If you have pretty much any dedicated GPU

you can play CSGO on most iGPUS on low to med settings 720p

kinda hard looking for cpu for this mobo. but I see what comes up. HP site says
