So with the holidays coming around I would like to pick my brother up a new GPU since his died about a month ago. The current one was an XFX R9 280. I don't have a ton of money to spend but for sure don't want to pick up anything that isnt at least slightly more powerful than that one was since it was my old card and I gave it to him when it was on its last leg after all. 

Right now I was thinking about either the GTX 1060 3gb or the Rx 470 4gb. They are both identical prices (199 USD), so what I want to know is if either of these are reasonably more powerful than the 280 and which one is a better value at $200.

Is the 3gb vram going to be an issue though?

Depends on the game. A few games at 1080 are starting to push over the 4GB limit, so 3GB really isn't enough.
