Cheapest mobo+cpu combo help needed

So my motherboard and cpu recently died so i need a replacement while i save up for either kaby lake or zen .

So i need help with finding the cheapest cpu and mobo that can run league of legends and counter strike (btw a have a 1070) and it needs to be ddr3 because i already have those.

If you can send me a partpicker it would be greatly appreciated.

Ps i live outside of the us so i would prefer if its not second hand parts

a GA-H81M-H and i5-4460 would be solid. i dont know about any potential bottle necks but you could always replace the cpu

look on craigslist or ebay for a good used LGA1155. You can find a really good setup for under $200 US. I know because I'm selling a 3570k and z77 right now for less then $100 each. Also it may be worth testing your CPU first to be sure it is dead. Most of the time they survive the MB's death.
