now when i plugin the power

the fan starts spinnin by its own.

and i did not even turn on the computer.

and i try to go check how fast the fan are spinning and i see that the fan are spinning if like it is in sleep mode or something

No.2: how is the fan connected to power (through motherboard or directly to PSU)

Note: Not trying to be rude but please use better english

the cpu fan is connected through to the motherboard and the other fan is connected to the psu.
