Suggested PSU for your GPU is 500w. You may be just fine with the 400 but it's not worth the risk.

A 270 uses about as much power as a GTX 980. You don't need a 500W for that. Nvidia recommends that number to cover their ass so you at least get the hint that the cheapest PSU you can find is not a good pairing with the GPU they're selling.

First of all, the V300 is a garbage SSD. Get the A-DATA SP550/OCZ Trion 150/Corsair Force LE.

Second, no that Xigmatek appears to be garbage http://www.hardwareinsights.com/wp/xigmatek-x-calibre-400w-xcp-a400-review/5/#Actual-Specifications-and-Conclusions

A Seasonic S12 or CX450M are as cheap as I'd ever recommend for a PSU.

I agree 450 should be fine as long as it's not to cheap. I like Seasonic I've burnt up two of them in the past but boy did they hold up under some punishment. I put 2 EVGA 590s on a 550 once and it worked fine, for about a month. Then not so much. Those cards are rated to draw up to 360w a piece so there you go. I wouldn't recommend it though. I love releasing the mysterious blue smoke though. I must study it further.

Yeah V300 is totaly a garbage. But I had it laying around in my room.

I got really good deal! CM Elite V2 500W (RS-500-PCAR-N1) for $20 !

This power supply is decent enough right?

Ew no no no

The Elite V2 is awful. As I said, if you're looking at brand new PSUs then a Seasonic S12 (430W is fine for your card) or CX450M are as cheap as I would go.
