hi all first time posting. can someone help me i just got beyond good and evil free from uplay and i get low fps.

my PC specs:windows 10 64 bit, amd fx 8350 @ 4.0 Ghz, GTX 1070 @ stock, 16 GB ram OC to 1600 Mhz, 2 SSD's and 1 3TB HDD.

how low? youur 8350 is bottlenecking

Your CPU is going to bottleneck your card.

Also on old pc games you will also get hit a bit with your CPU in performance

 .

how can my CPU and GPU effect the FPS in beyond good and evil?

i get about 10 FPS in the open area's

Try running in some kind of compatibility mode.  Even the single "core" in an AMD module shouldn't have issues running such an old game.  It only requires a 700 MHz Pentium III.
