g4400, ga-h110m-a and 8gb of cheapo ram if you are gonna do a quick upgrade in the future. x4 845 if you aren't. fx 8xxx is also a good deal if you're getting it at microcenter($40 off).

G4500 and a Z170 board is better because it can overclock and could potentially upgrade to a 6600K or just a 6500. An i3 would do better than a G4400 for the money

the h110m-a also allows him to upgrade to an i5 or i7, just without overclocking. an i3 might not be in his budget(he didn't state it) so i added a pentium instead.
