i5 6500 is the best for now, but if you want a low budget you can grab a G4500, its amazing for the money.

g4400, ga-h110m-a and 8gb of cheapo ram if you are gonna do a quick upgrade in the future. x4 845 if you aren't. fx 8xxx is also a good deal if you're getting it at microcenter($40 off).

the h110m-a also allows him to upgrade to an i5 or i7, just without overclocking. an i3 might not be in his budget(he didn't state it) so i added a pentium instead.

use msi afterburner's on-screen display, see if anything's throttling.
