Cheap yet worth display

So I was thinking about buying a cheap monitor. I'll use it for a xbox360 and as a second display for my laptop.

The laptop has a Nvidia GeForce GTX 950M + Iris Pro 6000, so the power to smoothly use the second display is no problem.

The thing is, I wouldn't want to spend much money, but I also don't want to buy some crap, so I was wondering which features should I prioritize when searching options.

I suppose 15-25' is okay, but I'm not sure what resolution or refresh rate is realistic to look for on a budget around 30-40$

Any suggestions?

P.S.: I'm planning to buy second-hand ofc

Well, if you're going xbox I don't think you'd need more than 30fps they're capped at 30, so forget about refresh rates. I also don't think you'll find a good monitor at that pice, even in second hand. I've hunted a couple of sites and I didn't manage to find any good enough screen in that price range. I only could find 4:3 17/19 inches.
