Would a i3-6100 bottleneck a RX 470?

depends on game. Citites Skyline, Ashes of the Singularity YES. Most other games, no.

I'm building a budget build (Sub £600) and I was wondering if a Core i3-6100 would bottleneck a Radeon RX 470 (4gb version or possibly 8gb).
