is 91% isopropyl alcohol enough concentration for cleaning off thermal compund?

Yup. I use 70% and a paper towel. Comes off fine with a bit of elbow grease.

you can use cotton buds if you like, I wouldn't use cotton wool that would make a nasty mass.

Yes, that's fine. I just use a paper towel or tissue.
