I can almost guarantee that you need a new PSU to run your build but lets make sure.

i5-2320, 8GB DDr3, but this GPU is only 75w?

Becuase it has enough power to get some things spinning, but not enough to actually start it.

 

If a GPU says it requires 400w to start.. You need at least that much to start it. I recommend a 500w for some headroom.

For 8GB RAM, an i5 2320, RX 460, a prebuilt motherboard and 2 fans.. I'd say yeah, 270w would be pretty spot on.

EDIT: NOT IDLE SORRY. My bad. But still 300w in total for this is not enough. Even if he managed to start it.. His parts would die after a while with a PSU like that.

RX 460 doesn't have a 6-pin?

 

Then I can kind of see why it doesn't start. You have a prebuilt mobo and a 300w PSU, getting a GPU much heavier than the AMD HD radeon 7450 wont let it start properly if the total powerdraw comes from the motherboard itself.

The 4GB one come with 6pin connector.
