5ms Monitors Under $200cdn

welp, its that time of the year where boxing day and black friday is coming up oh and also cyber monday! im currently looking for a monitor with 5ms or lower and is over 23.5" i have some benq and samsung monitors in mind. i have a EVGA 750ti sc so i would need a monitor that suppots hdmi, display port and or vga/dvi. oh over 60hz the current tv thingy im running is a emerson 17" tv (lol i know, found it in the basement) so what do you guys recommend? also make it in CANADIAN DOLLARS

To start off:
MS/Milliseconds or response time is highly irrelevant when looking for monitors. You wont notice anything at all until like.. 40 and up.

And you should look for a 1080p 60Hz IPS display, there should be quite a few.
