Low fps

Is it possible to have 30-60 FPS on CS:GO with this specs? (I mean why do I have that low fps)

 

Processor: AMD A10-7870K
Graphics Card: Nvidia GeForce GT 730
RAM: 8GB

Why? Maybe you haven't updated settings?

Could be his apu holding him. CS GO is known to use cpu more
