Stateless filtering

When using a stateless firewall, are you able to perform rate limiting, and add IPs to a blacklist from it? Also, am I able to perform ingress filtering with it?

Yea sure, so long as the device or software you are using supports rate limiting. Linux iptables and tc can do this for example, been quite a long time since doing it using linux but I have done it.
