I see in some youtube videos this number thing is on... what is it and can I turn it on just for looks? is it something with oc? my mother board is an msi x99s sli krait edition

Its a Q-code display, before mobo's would flash a certain LED but a Q-code is more accurate as you just refrence the code you have if your motherboard is having a issue.

so can I turn it on?

No, post code indicators should work even if the computer is working, it will flash numbers when the board is posting checkin each component and will stop on a number if something is wrong.

your mobo does not have the option for the POST code prompt (not installed).

so no, you cannot turn it on, due to the hardware is missing. if it is to be there, then you must contact MSI for a RMA as yours missed the QA check and went out without one installed. MSI uses the same PCB for multiple layouts and with the model that option might not be available.

Usually post code indicators are on whenever the computer is on, I have one on my intel dx79si that you cannot turn off which is the case for any post code indicator unless there is a switch either physical, or in the bios.

After the OS is started there nothing left to show on a post code indicator, they are there for when the computer starts up and Posts, if it doesn't post then the indicators are useful to determine what went wrong. If you start up your computer it will probabbly flash a few numbers and letters before anything shows on the monitor.

i though it was mean that ur Q code always on even after entering windows.
And OP wants to turn it on forever for show.. even after entering windows.

Yeah the one I have just sits at one value after it reaches the bios splashscreen, and doesn't change until I reboot it, and the OP doesn't the indicator in the first place so there nothing to turn on.
