Thermal Putty

Does this exist: A putty-like substance that conducts heat similar to thermal paste, that could be used instead of thermal paste but be removed and reapplied with ease 

If not, would it be possible?

Thermal paste works because it can get into the microscopic scratches in the metal, putty just is too solid to fit into scratches well, there are theral adhesives that are putty-like but don't work too well compared to thermal paste, are are still one time use.

Someone needs to try that Billy Mays Silly Putty. If it works for towing, surely it'll work for CPU's, right?

Is cleaning and applying paste so hard that this needs to be a thing? People overreact so much when it comes to applying and cleaning paste. Its not that hard.
