Computer not posting

Hi I wanted to upgrade my graphics card so I bought a 1070. When I plugged it in and turned it on it worked. I powered it off then back on later and now its not posting. Any ideas? Ive tried a lot. Also when I tried to plug my old graphics card back in it didnt post.

It doesnt have a 2.0 slot it has a pci slot and a pci express x16 slot

Did you connect the 6 pin or 8 pin GPU PCI-E cable?

Yes? Gpu has a 8pin cable plugged in it?
