Windows Explorer / UI Hanging

So today, I bought Forza Horizon 3, expecting to be able to play it within a couple of hours... NOPE.

 

So on my first attempt, I got to 12gb, during the download, I was watching Luke Cage (Check it out) and just using Facebook, and suddenly, all of the Windows UI froze, all of it, no shortcuts worked, I couldn't click any Windows Related software, taskbar, etc. Chrome however still worked, now I threw it off as a one time glitched, restarted my pc (which then updated fuck sake windows) and got 37 GB through the 49GB download (Bare in mind Windows Store is fucking shit and resets the download to 0% everytime your pc restarts) and it fucking did it again, and I really want to know why so I can fix it and download this god damn game at last.

 

Any suggestions or fixes? My PC has been booting really slow recently and Windows Defender keeps 100% my disk usage but eventually goes down.

did you try safe boot with network drivers?
