FPS and GPU Usage Dips

I guess something went wrong with windows. I reinstalled it and now it works pretty well. 

Lately I'm having some lag spikes and I can't find the cause for it. It's really annoying and bothering me. I've tried so many things... As I just recently installed fresh copy of Windows 10 (Free from my college, Education version) I took that out of the equation as a problem. 

It doesn't just lag but GPU usage goes down aswell at those moments and goes to unplayable framerates. No matter how low I downgrade graphic settings, it just happens. Network issue is also out of equation as I have really fast internet in student dorm. It happened after I reinstalled components in new case (Fractal Design Define S) and when I hooked up another same monitor to the system (LG Flatron 22EA63). 

Can connecting one monitor to DVI-VGA and other to HDMI cause any issues like this?

 

What I tried:

-reinstalling drivers

-installing older WHQL drivers after cleaning old one with DDU

-checking temperatures

-checked all of the AMD Radeon settings

-reducing qualtiy in games

-uninstalling potentialy faulty software

-checking UEFI(bios) for some settings

 

PC config:

CPU:                 FX 8320 @ 4GHz

CPU Cooler:     Cryorig H7 (50°C max under stress test)

GPU:                Gigabyte R9 280 OC windforce 3 (OC;          Core: 1150, Memory 1450), 70°C max when running Unigine Heaven 

Motherboard:   ASRock 990FX extreme3

RAM:                HyperX Fury 1866MHz

SSD:                 Samsung 840 EVO Basic 120GB

HDD:                Seagate Barracuda 1TB

Case:               Fractal Design Define S (3x intake GP-14, 1 exhaust GP-14)

PSU:                Thermaltake Smart SE 730W Semi Modular

OS:                  Windows 10 Education

 

Here's a list of applications I have installed and also graph on MSI Afterburner while playing GTA V. It doesn't happen only on GTA V, it's on all other games. Arrows on the image show when it dips. 

Please if you have any idea or recommendation, feel free to tell me. I'm open for any kind of answer and willing to solve this issue ASAP.

  FX 8320 @ 4GHz

what you didn't tried is to get a proper CPU...
