Toggle a Perk in Fallout 4

I just got V.A.N.S about 3 hours ago and I realized IT LAGS LIKE HELL. My whole computer freezes for 10 second when I force V.A.T (holding Q) while a quest is active and it is a bit far away. I have 980 and fx8370 and I get steady 60 fps in the game. IS there a way I can disable the perk and turn it back on when I actually needed it? (sniffing through fort happen without this is a disaster.)

I don't think that option exists. I've looked it up too because i got the perk to pacify your enemies and i  found it extremely annoying so i decided i wanted it removed but i couldnt find anything. Maybe there is a command to remove it? Idk

It doesn't refund the perk point, it just manually adds and removes the perk.
