Watch Dogs 2 Steam and Uplay

I'm thinking of getting Watch Dogs 2 for the PC. I see that Steam mentions that Uplay is required to play the Steam version for Watch Dogs 2 and other Ubi titles. How does this work? Am I just buying a Uplay key through Steam? Most important of all is it covered by the Steam return policy since it's a Uplay game?

It'll be a Steam game but as soon as you click play it'll automatically open UPlay and the game. It is covered by the refund policy as well since you're buying it through Steam and not UPlay.
