So lately I've noticed something wrong is going on. At first it was only GTA V that had really bad stutter every 2 minutes that lasts for like 5-7 seconds but now I think it even happens in some other games but much less noticeable (CS:GO, BF BC2...). First I though it was driver so i used DDU and got it fresh... After neither that helped I reinstalled Windows 10 (Education version) but that also didn't improve anything. No matter how low I set graphics settings, it just happens. I used MSI Afterburner monitor to try to identify when that happens and what's going on and I noticed something interesting. 

 

So when lag occurs, GPU usage drops along with framerate. That's weird, I think. 

 

I've tried numerous methods on Google but not a single one did any effect. I just know it can run those games without a problem, but something is bothering it. Please don't recommend me upgrading components, I know it's AMD but it usually runs just fine.

 

PC Specs:

 

CPU:                 FX 8320 @ 4GHz

GPU:                Gigabyte R9 280 OC windforce 3 (OC;          Core: 1150, Memory 1450), 70°C max when running Unigine Heaven

RAM:                HyperX Fury 1866MHz

SSD:                 Samsung 840 EVO Basic 120GB

HDD:                Seagate Barracuda 1TB

Case:               Fractal Design Define S (3x intake GP-14, 1 exhaust GP-14)

PSU:                Thermaltake Smart SE 730W Semi Modular

OS:                  Windows 10 Education

Driver:             16.40.2311-160916a-307101E

Does frequency also take a nose dive? What are the temps when it's doing this close to max and/or erratic or are they stable and fairly low?

 

Also is cpu usage high

I'm going to have to conclude the driver you are using isn't very good (not that it's a bad install) try using an older driver (I don't have an AMD GPU to give recommendations but just avoid beta ones and go back a few months)

 

Also a couple more questions just to rule some issues out, have you been getting artifacting in any games or programs, is the driver you are using currently considered a Beta driver.

Nope, no artifacts. When I overclocked I tested for a while to see if I'll see any. It was stable and temps were reasonable. And driver is latest WHQL driver it was offered.
