Latency is p much the same thing as delay, its commonly measured in ms in the computer realm and you want it to be as low as possible

for internet you want latency to be lower than 100ms, and for something like your mouse or keyboard you typically want it to be less than 5ms, theres all kinds of different things with different latency's, like satellite internet has 600ms of latency, or a cheap wireless mouse may have 50ms of latency

Depends for what. In online games you often see a latency number displayed. But if the latency is constantly spiking (going up and down) it doesn't play smooth. For instance a guy that plays WoW had a constant latency of 150, so allthough it was high, it is better then the dude who had spikes between 40 and 80 all the time, causing lag. This is an example for online gaming, but the principal is for everything related to latency.
