Don't upgrade it!

Save your money, that set-up is pointless going forward. New AMD & Intel CPUs will be available in just a few months. These new generation (not new CPU iterations, but new generational CPUs), will be the first in 3 years for Intel, 6 years for AMD!

These new CPUs will not only blow away the current ones, but will also render your CPU next to worthless. Even with your extreme cooling set-up, your CPU performs like a 4x Athlon! It will also mean that current gen CPUs become cheaper.

Delay, save the cash & buy a new MoBo, CPU, & memory in January!

The performance increase for Intel would be about 5%-10% so if op decide to buy skylake his CPU will still last as long but for AMD its a different story altogether

That depends on:

1. What he uses his CPU for! The performance increase on VP9 & H265 will be not less than 50% compared to an current I7, as the chips will have additional instruction sets in hardware. When compared to his current CPU, any Skylake CPU will have a performance increase of about 500% !

2. But, who on earth was talking about Skylake anyway? That's an iterational increase. I was discussing the generational increase! AMD Zen will in & of itself force the price of all Intel chips downwards, and ZEN in & of itself will compete with current gen I7s, and is likely to be much cheaper than I7s, again forcing Intel to further reduce the price of its I3/5/7s.

3. Whilst waiting a few months more, will give Intel Cannonlake, that's the new generation. Again, that in & of itself will force the prices downwards.

4. You failed to address the fact that his current CPU is already overclocked to high heaven, but runs about the same as a 4x Athlon, & so there is no real room to improve his current rig, more memory will do what, 5%, verses 500%, yeah, tough choice (not)!
