I'm not sure if the Form above worked or not yet. Anyway, the goal here is to upgrade my computer.

The above list is essentially my computer. Help me make it better. My case is garbage so please also recommend one of those.

I am willing to spend some money on this as it is my personal rig, but Idk if i would go too far over $700 USD at the moment.

Build away.

I am also very much wanting to upgrade my peripherals. Including my desk. Please advise me on this as well.

I would just upgrade your GPU to an RX 480 or 1060 and perhaps another larger SSD if you want to put more on it. For a new case I would suggest the NZXT S340.

Should I go for the 480 or the 1060? What is your opinion.

The 480 is more of a budget option as it is cheaper and has better performance in DX12/Vulkan, but the 1060 is if you want power now and will upgrade again soon (2-3 years).

I cant even use DX12 as im on Windows 7. so I guess it wouldnt make much sense to get it.

The rx 480 is the better 'bang for your buck' gpu, whilst the 1060 will give higher performance (though amd tends to optimize their gpus over a long time, so the 480 will probably improve over time). If we were to look at last-gen cards the 480 would pretty much be the 970 and the 1060 would be roughly equivalant to a 980

Snip

You get an S340 (case), and then you get a GTX 1070.

There isn't really any reason to get anything else. a GTX 1080 is too overkill for a 1080p/60Hz monitor, and you have the financial headroom where a 1060/480 doesn't make a lot of sense for a future investment. However you could get a GTX 1080 now if you feel like  getting a higher refresh rate monitor or a higher resolution monitor in the near future. S340 is one of the most loved cases on the market today for its features, aesthetics, and pricepoint. There are many other options if you don't like that case.
