It's as good as any.  Pascal isn't really performing better by brand per se, they are mostly dependent on the silicon lottery.  All the cards can only use 1.09V, and they aren't power starved so the extra phases only do you good if you mod the bios or the card itself.  Any card you get could be a 2150mhz, or a 2000mhz, depending on the silicon lottery.  The card you picked has a great cooler, and is from a great manufacturer, and is one of the cheapest.  I would say it's great.  Nearly all 1070's can hit 2000mhz, and at that clock speed you'll be able to max out all games at 1080p60hz, and do fairly well in 1080p 144hz and 1440p 60-100hz.

Everywhere they do pascal reviews...

 

Jayz 2 cents EVGA SC (just a factory overclocked version of your card with the exact same pcb) reaches 2169mhz

 

Meanwhile, hw unboxed has the ROG strix 1070 OC and the MSI gaming X (both top of the line models from Asus and MSI), and they only reach 2000 mhz

 

Where as I have the less expensive (non oc) strix card that reaches 2114 mhz..
