anything that gives the device power ( so turn it off, unplug it from the wall, hold the power button for 20 seconds, plug back in the wall) or is this a laptop? if its a laptop take out the battery and the charger and do the same as with a desktop, then plug it back in.

I've encountered this problem multiple times. It's most likely a MBR corruption. What you'll have to do is attempt to repair it, this guide helps:

http://pureinfotech.com/repair-master-boot-record-mbr-windows-10/

It could also be a couple of other things that I can't quite think of right now, but try that first. It's definitely not a CMOS problem like some others mentioned.

A lot of times this becomes non-repairable, and you might just have to reinstall Windows. I hope it doesn't come to that but a lot of times it does.

You need to have a Windows installation disk, just put one onto a USB and boot up in Advanced Mode so you can access the CMD prompt.

i can't boot on anything anymore. i try to boot from the cd, but it just go back to the preparing for repair screen

You need to enter the UEFI/BIOS and change the boot order so that it boots from the CD, not into the damaged Windows image you are trying to fix.
