We are going to need more info than "a 400W psu", what model and brand are we talking about? Because quality is often what decides if a PSU can handle it or not.

Usually for OCing you want about 600W to 750W and an 80+Silver rating but you can get away with a 430W and 80+bronze

Main PC | AMD R7 3700X | Noctua D14 | MSI RTX 2080 Super XS OC | Corsair Vengence LPX 32GB DDR4 3200MHz | MSI B550A Pro | 1TB PNY XLR8 NVMe SSD | Kingston A400 960GB SSD | 2TB Western Digital Green HDD | Fractal Design Define R6TG |

Laptop (Asus TUF FX505DY) | AMD R5 3550H | RX560X | Crucial DDR4 16GB 2400MHz | Western Digital SN550 256GB SSD | PNY CS900 960GB SSD |

Phone | Samsung S10 Lite (128GB + 128GB SD card) |

Other Cool Stuff | Steam Link | Sontronics Podcast Pro | NZXT Hue+ | Corsair K70 MK 2 (MX Brown) | Logitech G402 | HiSense A7300 43 Inch 4K TV | Logitech C920 | Ender 3 Pro with Bulleye Fan duct and BLTouch |Sony PS4 | Nintendo Switch

I7 2600k TDP 95watts (without overclocking
GTX 570 TDP 220watts (without overclocking)

would strongly suggest 650watts or greater

Depends on the hardware and specific PSU in use, the 80+ rating is only for efficiency and 700w for overclocking is absurd. If a PSU can handle the hardware that is already in the PC it will probably also be able to handle it overclocked.

You should be able to do it but you might not get far. But try it.

That's older hardware, and it's not exactly power-efficient by today's standards. You're probably going to want at least a 550–600 Watt PSU of high quality.

I'm surprised you're getting by with a 400 Watt PSU right now, you're probably quite close to its limits under high load. A GTX 570's power draw is probably very close to a Titan X or 980 Ti today.

I dont know, depends on the silicon lottery. Try pushing core clock as far as it goes without increasing voltage as a start.
