Will a 850w PSU Run 2x 1070's?

Yes, 850 W is enough power for two GTX 1070s. Really, any decent quality unit of at least 700 W and maybe even 650 W should be perfectly safe provided the 12 V rail has sufficient current for both cards.

Not sure about that.

As for the cards and PSU yes it can. But despite outperforming a single 1080 overall in fps, would still go single 1080 if possible for your screen setup. Dual GPU support is far from good overall and it depends so much on how well it is implemented by game creator... Even with higher fps the game might play choppier then the 1080.
