Does the locked 6600 come with a stock cooler? If so is the stock cooler enough for it under load? I'm assuming you got one.

the boxed one does, and the stock cooler is good but not quiet

Gaming like LoL Overwatch H1Z1 Dead by Daylight. All on high settings 60+ fps.

None at all for now. You'll be safe for about 6 years on the 6500. The 6600K will last you a few more years if you overclock LATER.

I'm interested in OCing but I'm not sure how I'll do. Scared of blowing my shit up if I have it use too much volts/watts. Just watched Linuses OC guide where he said something about manually entering how much voltages. And also in his TechQuickie he mentioned unstable PSU. But that shouldn't be a problem if you do it right right?

No. Practice safe overclocking. Don't get too excited and thermal paste things that shouldn't be pasted. Keep the CPU cool under pressure and do stress tests along with games to ensure that the overclock is stable.

Keep in mind that a K-series will require a Z-board for full overclocking which brings up the total a bit. As long as you're looking at the PSU Whitelist and Tier List you should be able to choose a high-quality PSU.

Do note you can still oc locked chips. Just flash the bios with older version though intel might force a win10 microcode update

So then would a 6500 bottle neck a 1070 on a 1080p 144-180Hz monitor on LoL and other various FPS like H1Z1 or The Division?

Idk i would go for a 480/1060 for 1080p but i think the 6500 would be ok and shouldnt bottleneck.

If you are after high refresh rates, you should aim for a 6700k, highly overclocked with very fast RAM. AKA expensive AF.

Accually for just gaming, you'll be fine with the 6600k, REMEMBER the only advantage to i7's are the hyperthreading which is only usefull if youre doing hevy encoding and content creation etc.  To simplify

I5 = Gaming

I7 = clu hevy worklloads + gaming

60hz? Yeah, sure.

144~180 at 1080p, though? Then the i7 helps. A lot. It's time for people to realize that the i5 is NOT enough for high refresh rate gaming on powerful GPUs. It's actually been like that for a while now, this isn't exactly news.
