Bluetooth Streaming to PC

It's been a while since I last streamed music to my laptop or desktop via Bluetooth from my phone but I do recall it was as simple as pairing the device. Right now, I paired my phone to both my laptop and desktop but on my phone, it does not give me the option to stream audio or answer calls, etc. The only options I have when I open the settings for my paired devices is "Rename" and "Unpair". I'm using a Galaxy S3 (GT-I9300) running a Note 4 ROM port. My laptop is running Windows 10 version 1607.

Has anything changed in any of the devices? Driver updates, hardware changes etc.?

Bluetooth can be a real finicky mistress and is easily derped.

In terms of the Bluetooth adapters on both the desktop and laptop, nope. The laptop is using the OEM while the desktop is using those cheap ASUS Bluetooth dongles. As for drivers, they're using the default Windows ones as I can find official drivers anywhere. Lenovo doesn't support my laptop anymore (wasn't even on their official Windows 10 supported list), and my ASUS dongle doesn't even have Windows 8 drivers.
