Here's what I came up with. You can get a windows 10 key for like 20 bucks on kinguin and Ik this is over but if you do stuff like get cheap peripherals or an hdd only then you're bound to buy better peripherals and an ssd soon so I think it's just better to get them.

So, did you want top quality streaming or just basic streaming? You can do either, depends if you want 2 systems or just one powerful system

Should just go X99, and you'll want at minimum 2 monitors, if not 3

So this includes 3 1080p 75HZ TN displays, they also have free-sync, but mostly they have display port on the cheap so multi-monitor is a breeze

Bit over budget actually in the end with 3 displays, but the 2nd PC gets a PCI-e capture card, you could use a USB one, but the whole point is to have a high quality stream

welp my 2 suggestions are listed, should look more into everything though of course, you would need microphones and headphones as stuff too, you could always start with just the i5 PC and 2 monitors and use GPU accelerated streaming to see if you're even interested before you drop money on the rest of the set up
