The game's performance will suffer as a result of the programs stealing their respective resources, or the game will be fine, with the rendering programs taking a lot longer than before. Regardless, something will suffer, including cursor movement on the display.

Your computer figures out how to allocate the resources. Depending on how many resources are available, things may cry and die. 

As to how the resources would be divided up..
