Run IOS IPK for Ipad on android or windows?

My client works at a company that requires the usage of a custom IPK that only works on an Apple Ipad. That means my client needs to have an ipad. Not only does he hate apple, but he needs something more useful. I suggested a Microsoft Surface...But it cannot run IPK's.

 

Any Ideas? The IPK is NOT on the App store.

I've never tried OS X+SDK on a vm, but you should be able to create one that could run the app on any device. might require an OS X license < a vm is not a hackintosh
