How do I set a maximum frequency on a cpu

It says 100% there but my resource monitor says 51%

Resource monitor doesn't tell you maximum frequency, it tells you current frequency (as a percentage of maximum). In this case your CPU is currently running at 51% of its maximum frequency.

When I was running some games they started to lag and it stayed at 51% the entire time

unless you are running a 120hz or 144z monitor it is very unlikely your CPU will hit 100% ever.
