Firewall Help required

I did a fresh install of Windows 10. I use that machine as a home server(mainly for plex). Since my internet is metered and has pretty low data cap, I used registry editor to set my ethernet connection as metered. Ever since I did that, I have been facing a problem wherein windows firewall exceptions reset every time the computer reboots. I have to manually add firewall exceptions for VNC, Plex among others. 

Is there a way to solve this? I just don't want Windows to automatically download updates as it burns through the data.
