Video game Club, president's PC Wanted!

So i run a Gaming Club at my highschool, and Wanted to know what would be the cheapest Build  possible to play games at an acceptable framerate, 30fps such as  mobas: League, Dota, and some Other games such as portal, half life, skyrim, Etc These games wont be played at 1080p, 720p or lower,  I Want to build atleast 3-4 for 1000, keep in mind this is my wallet and i'd like to save as much money as possible. I was thinking of just buying one really good pc, and running Vmware and gaming in separate Steam accounts, But that looked intensive and probably couldn't support 3-4 people.

 

Tl;DR:

Need 3-4 Pcs for under 1000,

need to be as fast as possible,

Any monitor soultions would be great,

Mostly for mobas, and Gaming

P.P.S hopefully SteamOS is a success because i'd rather not want to pay for the separate O.S for each computer

apu systems are the only thing I can think of for that budget if you can stretch to like $750 a system get this 

it will be a very good experience or there is as I said the apu route

Borrow some mouse and keyboards from other computers, or ask the IT at your school to steal a few during club hours. Other than that, you're all set. If you can swing it, buy some CPU coolers as well, since the CPU is un-locked you could overclock them and make them faster. I also picked pretty fast memory since it actually matters in APU's.

Maybe pushing the budget a tad bit but this will definitely run anything and with a quadcore+7850 where can you go wrong?
