On board, nearly all CPUs have them. Generally the most expensive CPUs are the ones that don't have onboard.

Onboard is fine for non-gaming usage (and very light gaming even).

Unpopular opinion here but if you don't need the CPU power either I would go for a cheap CPU and GPU combo, the cheapest you can get.

 

But then again you could also get an older CPU with integrated graphics and still be fine, you should just go for whatever is cheaper if you don't need the power.

I mean really? Because for Intel in particular, no processor over 400 USD has a integrated GPU.

 

Anyways... Intel i3-6100/6200/6300 (desktop) are phenominal media/non-gaming pc cpus, and are relatively affordable.

 

I don't think a cheap gpu is worthwhile, because there is always a time when hardware acceleration fails (or isn't supported), plus any cpu cheaper than the 6100 is not worth it's price (including the FX/APU lineup imho).

Enthusiast grade CPUs often times do not have onboard graphics, look at any of the x99 CPUs. Mainstream CPUs such as skylake does have integrate graphics. Explain to me how I am wrong?

so intel did use a common sense when they are deciding on putting an onboard graphic..

The point remains you were completely wrong. The high end processors with both Intel and AMD (well the highest end AMD has) do not have onboard graphics.

If he doesn't mind a bit of extra noise he might be able to get a better deal with that tho, besides if you are just using it to watch movies or something even a 15$ GT210 can work fine with the stock fan and not make a lot of noise.

it would still create extra heat though, its better to have one thing that puts out heat rather then 2, and why spend 15 dollars on a gpu, when it can be put towards a higher end processor that will perform just as well

I didn't do thermal tests with it when I had it, but I don't recall having issues with heat, then again, I had it in a pretty open space. 

 

And I mean, if he's expending less than 100$ on a CPU I don't know if the extra 15$ will really get him anything that much better, that's why I think he could get a better deal that way.

Well, for the CPUs you can get, their iGPUs have equivalents in performance

 

The A10-78xxK AMD APUs have a GPU equivalent to R7 250 (the 7700K has less powerful graphics). Actual price of R7 250 and similar: $60

The Skylake CPUs with HD Graphics 530 like the i3-6100 have a iGPU roughly equivalent to a HD 6670. Theoretical value: $35

Skylake CPUs with HD Graphics 510 like the Pentium G4400 have a iGPU that's a bit less powerful and it's hard to find an equivalent. Theoretical value: $20

 

If you're gonna get a discrete GPU, at the very least get a GT 750 Ti or RX 460. These both go for $100, the 750 Ti for a bit less, and if what you can spend on a dGPU ends up less than that, get an A10 series APU with the full 8 Graphics Cores. In the US, A10-7860Ks often go for as low as $105 and have that 8 CU GPU on top of 2 Piledriver modules (4 cores) for CPU.
