It's called BCLK OCing but it's extremely unreliable and somewhat hazardous as there have been people who has broken their CPUs by going to far and considering your PSU is quite crappy, I'd advise caution

You don't need the Z-board. I believe you're looking for a B-chipset and you'll use BCLK to overclock.

It's not worth - you won't gain much (10-15% at most).

I'd get a K-series and a Z-board. BCLK has implications for multiple parts of the computer.

They still have the BIOS available, and hwbot's forums has a dump of all skylake non K oc bios if I remember right.

It's not unreliable at all nor hazardous on Skylake, due to the external clock generator. BCLK on skylake no longer effects PCI lanes and sata etc, like on previous architectures. it's perfectly safe.

Yes, I've owned 3 non K oc chips and took them each to 4.5 + ghz with no problems, I also have extensive overclocking experience when it comes to haswell and Skylake.

Intel's RMA process is phenomenal, if you somehow manage to kill it, they will replace it as long as it's in warranty. 

 

BCLK on skylake is COMPLETELY different than older architectures, and when you use a non K OC bios, the only thing you'll need to figure out is what voltages you need to run for desired clock speeds, and how to cool the extra heat.  It's perfectly fine, and anyone that tells you differently is inexperienced in the matter.  Sometimes CPU's die regardless of how careful you are with it, due to already having something wrong with them, or another component causing it to fail, even at STOCK SETTINGS.

Find one that has a BCLK bios for it, Asrock is a good place to start, ASUS has a few boards that can do it too, let me see if I can find you the whole list of all the BIOS and boards that can do it.
