CPU usage super high

Was trying to play csgo and I noticed my fps was 40 instead of 300. So I saw how high my cpu usage was. I ran avast and malwarebytes and found nothing. Ran ccleaner found nothing. Checked startup programs nothing. Shows 90% cpu usage in nzxt cam and 20% in task manager...  In nzxt cam it says the only apps using my cpu are battle.net (overwatch update)10% and itself 10% WTF?

Because of a change in the Win10 task manager I think you can't see system processes or something. If you had Win 7 it would be easier, f*** Microsoft tbh. I'm sorry if it seems like I'm troubleshooting after a protocol, but had this issue on Win7 and resolved it with the windows gui, but I suggest you use the program "process explorer" to see. 

I found it. How do I go about removing it permanently? Thank you very much btw?
