So I have a i5 4690k and a Cooler Master Hyper 212 EVO Universal CPU Cooler on my cpu. However, whenever I try to overclock it, I cannot go over 4.0 ghz. I have read forums online and people who have the same cpu as me can overclock up to 4.3 or 4.5 and I am very confused on how they are doing this. Can any one help me figure out what I am doing wrong?
 

just for a reference all I changed was the reference clock to 140 and core voltage to 1.2, and that's the highest I can go, if I alter anything it just does not work.

Don't bother with reference clock...  Just increase the multiplier or "CPU Ratio"

well I have some news, I just tried the ratio thing and was able to overclock up to 4.4 gz with 1.2core voltage at 80 degrees. I do not like the 80 number, but it does not get any higher than that. I think this is fine as over clock goes for my 4690k what do you guys think?

Try to not hit 80 that's really hot for a cpu imo... Try 4.3 ghz I had a ati 2400 hd that gpu base was 400 and I oc to 714 at 60c somethings over lock better than others. Yes that's a gpu to a cpu but the point stands also high end over locking I suggest a aio yes they are pricey but even the best air isn't much better than that one. If you can't get 4.3 then go for 4.2 a overclock is a overclock it isn't made to reach that and just because others can doesn't mean yours can. Regardless good luck
