You don't, at least not specifically. You upload the video and YouTube then decides which formats to convert it to for streaming.

I don't know exactly what causes YouTube to decide which formats to offer videos in, but as far as I'm aware, their system is fully automated and will convert uploaded videos into formats based on the quality of the original upload. Given sufficient quality, everyone's uploads should be available in all formats after YouTube gets around to the conversions.
