Buying from the official site is the best way of doing it. It comes with free shipping and I'm pretty sure you don't have to pay any other taxes. The price you see is what you pay. Where exactly do you live in?

Yeah, you should be fine. iirc, the phones themselves are stored in various warehouses in Europe and when you place an order they'll ship it to you from there. The nearest one is in Poland as far as I'm concerned. Shipping is free though, so no need to worry about it. And there's no need to pay import VAT because there are warehouses are in Europe, obviously.

 

One small issue might be the current availability in Europe. OnePlus stopped all sales of the OnePlus 3 in Europe until 12th of September.
