Well I would say wait till Zen comes out for the CPUs then we would be more helpfull, and try to add a budget with a list of prefered games and other preferences

An amd 845/880k, 8gb ram, and a rx 460, is good starter pc for 1080p.

Honestly depends on these 3 things

1. What do you need it for?

2. What is your budget to spend on the PC? (Does it include peripherals?) 

3. How do you want it to look? (Most people care about aesthetic)
