"System settings change" window on every reboot

hi, I am having problems again with AMD drivers (what a surprise) so simply on reboot I get display flicking on login screen and when I login I get this message

upon closer inspection later on I found out this coming from an AMD module

deleting and installing latest drivers bricks my windows, I cant even get past installing amd graphics drivers screen, obviously running fully updated W10 and driver version is 16.7.2 which is the latest driver that installs succesfully and boots up fine and lastly I got R5 230M I think.
