Should I get the cougar spike or the corsair spec alpha, I am using a Matx board and is playing to do a custom loop. If I save the money on the case I can get one of those delta high cfm fans, also I'm on a 400 dollar budget for case and water cooling lastly the side panel window doesn't really matter to me.

I'm pretty sure the Spec Alpha is made out of a hard plastic. I might be biased, but $10 more USD could land you an In Win 303, which has a thick SECC Steel chassis and a full tempered glass window.

I'm not exactly going for a elegant and refined look so I already crossed of half of the cases on pc part picker

In my opinion, I think the Define S is a great case even for watercooling. But to contribute to your 2 choices I will take the corsair(just my pet peeve on using smaller low end brand cases such as cougar). Also I don't find a point for a Delta fan when at the same price you can get a industrial Noctua.

The Corsair Spec-Alpha has a lot of space for upgrading and airflow and you can control up to 4 fans from the controller in the front panel,

the power supply is in the downside with a filter that you can take off, 

no optical drive bays which helps with the airflow, a really cool looking case with 4 different colors.

 

The Cougar Spike is smaller if that's what you need, but that might be bad if you want to upgrade, has only 3 expansion slots,

no cable management and only 1 fan,

but you can put 2 optical drives.

 

Yes i'm kinda biased since I have The Corsair Spec-Alpha myself, but I would really recommend paying some more for something worth it.
